Course contents :  
The lectures will be organised along three main chapters.

The first will be devoted to the main actors of the European Union. It will focus on:

1. European Council, Council, Commission and Parliament.

2. Members States Authorities.

3.The population and in particular Civil Society Organisations established by different group of interests (cultural, economical, environmental, consumers...).



The objective of this first chapter will be to present the decision making process of the different actors to elaborate their policies and strategies they intend to develop within the EU.



The second chapter will focus on the analysis of present the EU Governance. The lectures will be based on two or three cases presentation such as the so called "Bolkenstein directive", the REACH regulation or the European Secure Strategy. The analysis will insist more on principles which have allowed to adopt the decision than on the content of the case itself.



The third chapter will be devoted to the White paper on Governance presented by the Commission (http://europa.eu.int/comm/governance/index_en.htm) and on its five principles: openness, participation, accountability, effectiveness and coherence.
Learning outcomes of the course :  
The course objective will be to analyse and explain the concept of Governance through the approach adopted by the EU to respond to the European paradox.

The term "Governance" for the course will be understood as rules, processes and behaviour that affect the way in which powers are exercised at European level.

Mode of delivery (face-to-face ; distance-learning) :  
Second semester course.Two hours of lecture per week.
Recommended or required readings :  
Executive summaries will be available one or two days after each lecture.

Oral exam.
