Learning unit contents
This course aims to illustrate the legal bases and the principles and standards of official control, inspection, audit and certification in the food chain. A very clear difference will be made between inspection and certification, in an official context or not.
Theoretical reminders will be carried out, to properly place the elements in their context by specifying the role of each stakeholder in inspection and certification and by showing the role of the veterinarian-inspector in the context of the controls carried out in the food chain. .
Likewise, the roles and missions of independent certification bodies (OCIs) will be studied. A "top-down" approach will be favored, by developing the aspects of control applicable inside and outside the European Union (control in Member States and in third countries exporting foodstuffs to the EU).
The student will be made aware of the fact that these principles (inspection and certification) can be applied throughout the entire food chain: from primary production to the distribution sector. Here is a synoptic presentation of the organization of this course:

roles and missions of veterinarians and official auxiliaries (R 854/2004)
the inspection standard (ISO / IEC 17020: 1998, General criteria for the operation of different types of bodies performing inspection);
EN 45011 (product certification) and ISO 17021 (system certification)
differences between inspection and certification
inspection and audit techniques FASFC's philosophy in relation to controls: control program, inspection checklists control of self-control systems developed in agrifood companies practical illustration: audits and inspections in production primary and in the distribution sector
Learning outcomes of the learning unit
As mentioned above, the course will help to understand the missions of competent authorities, in the context of inspection and certification. The student will have to understand the difference between inspection and certification, to see we apply one norm and the other. A critical view will be applied when examining ofiicial control programmation and schedule establisher by the competent authority (AFSCA in Belgium). Form a pratical point of view, the student will gain exprience in skills in relation with audits and inspection and to be acquainted with the work of official controlers.
Prerequisite knowledge and skills
